Some People Never Learn

Kad Barma is out of town and all the capital letters are rejoicing.

Also, he is apparently not here to comment on this story in The Lowell Sun.  Kad did comment here when gubernatorial candidate Charlie Baker had a press opportunity outside Pollard Memorial Library after Mr Rudolph Allard, a registered level 2 sex-offender, was arrested for violating his probation by being in the Children's Section of said Library, sans his GPS tracking device.  Yesterday Mr Allard was again arrested for being in the Library.

When I picked the title to the blog post I was thinking of Mr Allard.  Now I am not so sure. Maybe it is the Lowell Superior Court judge who let Mr Allard go on 14 July.

We need balance in dealing with offenders and victims.  Victims and potential victims need to be protected from known threats, such as by putting the names of Level 2 sex-offenders on line.

On the other hand, we need programs that help the offenders stay out of trouble.  The program Mr Allard is on is apparently not working.  That said, the idea of locking up all the sex-offenders doesn't appeal to me either.  Aside from civil liberties issues, there is the question of money.  A person convicted who serves his or her time can move back into the community and become a taxpayer again.  How do we make that happen?
