For John, BLUF: There are the unenrolled and then there are those who just don't vote. For them it is all macht nichts.♠
The Pew Trust has a poll out on non-voters. These are people like my barber this afternoon. A very nice person, but not registered to vote, and neither is her boyfriend. On the other hand, she didn't know much about Benghazi, stating that she just heard of it a couple of days ago, during the attack of Sandy.
Turns out that the non-voters hold opinions on lots of issues that are close to the views of the rest of us. As a block they are represented by those of us who vote.
And, they tend to be unmarried, so not being involved in politics, even as voters, frees up more time for finding a mate. What we see is rational decision making. And, given that they sometimes are clueless of the issues of the moment, as opposed to issues that have been around for a while, their non-voting is maybe a plus for the rest of us, regardless of our affiliation.
Please note that the Pew poll is talking about non-voters, not the unenrolled, who are more than happy to roll in on issues and vote as they see fit.
