For John, BLUF: I understand not making English mandatory (I had a terrible time with High School French), but I hope there is a cost benefit to having IRS information translated into five other languages. There is no free lunch. Nothing to see here; just move along.
In trying to track down some information at this IRS web site, Self-Employed Individuals Tax Center, I noticed we could read the page in several languages, in addition to English, including Spanish, Chinese, Korean, Viet-namese, and, interestingly enough, Russian.
