So, what, in President Obama's mind, does that mean?

Just typical Harvard Law School rhetoric—ignore it.

Just firing up the Democrats.

If Hillary wins the popular vote, but not the Electoral College, push Emergency Amendment abolishing

If Hillary loses, attempt to create a group of "Faithless" Electors.

If Hillary loses, but Dems win the House, have them vote to throw out the E/C and install Hillary.

If Hillary loses, refuse to leave office and call on DOJ, DHS and DOD to support him in this coup.

If Hillary loses, refuse to go to the Capitol Building for the swearing in.

If Hillary loses, conspicuously throw his badge on the ground as he gets in the car to drive away.

The "coup" idea is not new.  On 20 July, in The LA Times, Mr James Kirchick had "If Trump Wins, a Military Coup 'Isn't Impossible'".

Abstract:
Military coups d'etat are a relatively common means of government turnover in many countries, but not in the United States.  This paper looks at a number of factors in the United States' Constitution and political culture that make military coups less likely, as well as at some changes in both that may reduce the degree of protection.  It also offers some suggestions on how to ensure that Americas coup-resistance remains strong.
